RATES OF PAY, HOUSING AND TRANSPORTATION INFORMATION
Providing information regarding pay rate, housing and transportation is difficult because each hotel varies based on the cost of living in the area, however the following outline will give you an average. Prior to an interview, host details including pay rate, housing and transportation are outlined.

Cost of Employee Housing
The majority of our host properties who do not offer their own employee housing provide 2 weeks accommodation at no cost, then the participant is expected to find their own housing. Prior to arrival the host property and participant is in communication and the host property manager sends the participant information about apartments and roommates in order for the participant to begin securing housing before they arrive.

The majority of our participants share bedrooms (in most cases, this is required when the host property offers their own employee housing). On average, a participant can expect to pay $300 - $400 per month on shared housing. Some locations will be less, some more - but this is also reflected in the rate of pay (in areas of higher cost of living, hotels pay more).

If a property does not offer their own employee housing, the participant should be ready to pay a security deposit, first month and sometimes last month when signing an apartment rental lease. Typically, the security deposit is 100% refundable as long as the terms of the lease have been met and the apartment is returned in the same condition as it was rented. Security deposit is normally equal to one months’ rent, sometimes lower.

Rates of Pay
The following rates of pay are an average:

Food and Beverage: The majority of these positions are tipped. Participants can expect to receive a lower hourly rate, and be permitted to keep the tips they received. In this scenario, a participant can expect to earn $9.00 - $11.00 per hour (with hourly rate and tips combined), on busy shifts, participants can expect to earn much more than this.

Culinary: Average rate of pay $9.00 - $10.00 per hour.

Front Office: Average rate of pay $9.00 - $10.00 per hour

Housekeeping Supervisor - average rate of pay $8.50 - $9.50 per hour

Number of Hours per Week
J1 regulations require the number of hours per week to be a minimum of 32 hours per week. There may be a few times the hours fall below this, but the majority of the time the participant should be scheduled over 32 hours per week. If a participant works more than 40 hours per week, overtime laws apply and the participant must receive their hourly rate plus one half for every hour worked over 40. In the event a participant falls below 32 hours per week on a consistent basis, AHA must be contacted immediately so we may help resolve with the host.

Travel Cost
Transportation to and from daily work schedule is the responsibility of the participant. Most of the participants live close to the hotel so they are able to walk, ride a bicycle or take public transportation.

Transportation from airport to hotel is the responsibility of the participant - in most cases the hotel will assist in organizing and in some cases assists with the cost.

Air Transportation is the responsibility of the participant.

MAIN RESPONSIBILITIES
In accordance with Agency policy and procedures, the incumbent:
(A) Undertakes regular visits to UNRWA health centers according to a rotating schedule in order to examine, treat and follow up on patients referred to him/her by medical officers.
(B) Follows up to ensure that equipment and supplies are maintained and techniques are performed in accordance with standard Agency procedures.
(C) Maintains records of all patients with cardiovascular diseases at each health center and provides statistical data and relevant information on such patients to the Field Office.
(D) Plans and directs the in-service training of medical officers on the prevention and control of cardiovascular diseases.
(E) Maintains an effective system of referral to, and feed-back from, contracted and government hospitals treating refugee patients.
(F) Performs such other duties as may be assigned.

PERSONAL & PROFESSIONAL COMPETENCIES
Academic and Professional
(i) A university degree in medicine from a university or medical school recognized by UNRWA.
(ii) A post-graduate degree or diploma in heart diseases.
(iii) A valid governmental licence to practice medicine in the country of duty station

Experience
A minimum of two years experience in management of cardiovascular diseases after obtaining the degree/diploma in this discipline.

Language
Excellent command of spoken and written English and Arabic

Leadership ability and previous training and teaching experience

CONDITIONS OF SERVICE:
Salary: Monthly basic salary L.L. 1,057,839 PLUS 6.87% SOA

EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

RECRUITMENT PROCESS:

MAIN RESPONSIBILITIES
In accordance with Agency policy and procedures, the incumbent:

(A) Develops the hospitalization strategy to be followed in each calendar year in a way to respond to the needs of the Palestine Refugees. This includes defining eligibility criteria, scope of provided services, negotiating prices, finalizing contracts etc;

(B) Monitors the financial hospitalization expenditures against budget so that areas of unsatisfactory performance are identified and rectified promptly and potential performance improvement opportunities are capitalized upon; reviews all the hospitalization bills and hospitals’ admission documents delivered to the health department so as to ensure the clinical relevance of these admissions and their compliance with the agreed upon terms and conditions;

(C) Supervises the implementation of the developed hospitalization strategy in an efficient manner in a way to ensure access to quality care for patients in need by:
i. Conducting weekly visits to the field so as to ensure the accurate implementation of the strategy. Visits to the contracted hospitals and other health facilities shall ensure a continuous monitoring of the quality of services provided; this is done by conducting a clinical audit on the inpatients’ referrals, diagnosis and management at the contracted hospitals, including examining the appropriateness of the referrals in accordance with the admission criteria (emergency admissions - health center referrals - or self admitted after working hours of the UNRWA clinics);

ii. Conducting periodic meetings with the community to ensure the communication of the applied hospitalization strategy to the target population;

iii. Conducting periodic meetings with the Delegated Medical Officers (DMOs) and Area Health Coordinators (AHCs) as well as with partners in provision of hospitalization services;

(D) Supervises and monitors the work of the DMOs and/or AHCs in respect of:
i. Receiving and investigating complaints from UNRWA-referred patients and solving their problems with hospitals;

ii. Conducting patient satisfaction interviews and surveys and reporting findings, with recommendations for improvement, to Chief Field Health Programme;

(E) Implements approved department policies, procedures, and processes and monitors adherence so that work is carried out in a controlled manner; Recommends improvements to departmental policy, and directs the implementation of procedures and controls covering all areas of the hospitalization activity so that all relevant procedural requirements are fulfilled while delivering a quality and cost-effective service to patients;

(F) Monitors and measures the performance of the contracted hospitals to guarantee the provision of good quality services to the Palestine Refugees. This includes but not limited to the review of patients’ medical records in hospitals, calculation of indicators, and monitoring of quality standards;

(G) Liaises and maintains contacts with the respective NGOs, community leaders, governmental and municipal organizations and other bodies to enhance cross-functional response to the health needs;

(H) Performs analyses in order to provide reports on status of the hospitalization implementation and deviation from the established plan to assist management decision making;

(I) Performs such other duties as may be assigned.

PERSONAL & PROFESSIONAL COMPETENCIES
Academic and Professional
(i) A Medical Degree from a recognized university including an internship of at least 12 months duration.
(ii) A valid governmental license to practice medicine in the country of duty station.
(iii) Masters in Public Health with focus on Hospital Administration or Health Care Management.

Experience
At least five years of satisfactory professional working experience, preferably in the public health field.

Language
Excellent command of written and spoken English and Arabic.

COMPETENCIES
(i) Excellent analytical skills, including the ability to interpret medical information/data, to summarize findings and to contribute to reports and policies.
(ii) Strong Communication Skills, including the ability to present technical information to different target audiences in a clear and concise manner.
(iii) Strong Negotiation skills, including the ability to negotiate contracts with health facilities for the provision of hospitalization services.
(iv) Management skills, including the ability to deal with administrative issues and supervise staff, Good Decision Making, leadership
(v) Conflict Resolution & Problem Solving

(i) Professional experience in developing countries and in project management of multi functional projects;

Salary: Monthly basic salary L.L 2,117,088+25% SOA

EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

RECRUITMENT PROCESS:
The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by Human Resources and the Hiring Department. Short-listed candidates who fully meet the required criteria shall undergo technical and practical tests. For all posts, the weight allocated for the combined technical & practical tests is 60% and for the interview is 40%. The final recommendation for selection is based on the combined test results, interview assessment, Agency priorities and needs and the candidate’s profile.

Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. An internal candidate with a temporary-indefinite or fixed-term appointment selected for this post will retain his/her current contractual status and entitlements in accordance with current letter of appointment and applicable Area Staff Rules. With their prior agreement, candidates who are approved as suitable for appointment but are not the selected candidate for this vacancy, will be placed on the Agency’s roster of pre-approved candidates for a period of up to one year, and may be considered for future vacancies in the same position. The Agency maintains the discretion to fill future vacancies for this position from the roster without re-advertising the vacancy.

TECHNICAL & PRACTICAL TESTS REQUIRED:
For short-listed candidates, the following tests will be conducted:
• Written technical test (100%).

The top 5 scoring candidates, given that none have scored less than 50%, will be invited for an interview.
